Dear all, Just see the clarifications issued by the MHRD today with regard to Entry Pay of Readers appointed on or after 1.1.2006 to 30.06.2010 and their automatic movement to Asso. Professorship after three years:
Absolute nonsence. Complete injustice to directly recruited Readers after 2006. How could Assistant Prof. (Sel. Grade) and directly recruited readers have same pay while the eligibility is different ? Utter nonsence and should be fought out.
We have one case where one colleague who got selection grade on 1.2.2003 got directly recruited as Reader on 1.6.2006. He applied for direct recruitment just because directly recruited posts are considered to be senior than the promoted posts. Now he is facing a situation where several juniors (even his Ph.D students) have become senior to him because he will have to wait for three years to become associate professor whereas others have already become Associate Professors. Now shoud he apply for CAS as it would help him to become associate professor on 1.2.2006. What a mess. Please anybody having any idea do advice.
We welcome the clarification issued by the Ministry of human Resources Development , Government of India regarding the pay fixation of Lecturer (Lection Grade)/Readers appointed or promoted as such on or after 1.1.2006 till issue of UGC regulations dated 30.06.2010. As per the New clarification issued by the Ministry by its vide ltter No. 1-36/2009-U dated 26th August, 2010 it has been clarified that all the Readers/ Lecturer (Selection grade) which are appointed or promoted after 1.1.2006 will be placed at entry level of such posts in the scale of 15600-39100 with Academic Grade pay of 8000 and their pay be fixed at Rs. 23,890 with AGP of 8000 and this rule will also apply to Lecturer (Selection Grade) promoted during the above period. Such Readers /Lecturer (Selection Grade) after completion 3 years will move to minimum of Pay Band-4 (37400-67000) with Academic Grade pay of Rs. 9000. It is a great relief to all those who are in this category.
A directly recruited professor is not placed below 43,000. For the post of professor there is a difference between a directly recruited professor and a promoted professor. But for the post of Associate Professor there is no difference. Is this fair ?

The Chairman, UGC has now constituted the Anomaly Committee with the following experts to assess the representations received/ to be received by UGC to facilitate smooth implementation of the Regulations.

Could anyone help clarify my situation when applying the new order. I was due for selection grade on 28 june, 2010, and I have fulfilled the requirement of two refresher courses. The notification for implementing UGC Pay in my state was issued on 2.9.2010. My application for CAS is presently stayed by the officials. Now, my questions are:
1. For placement/promotion to selection grade will I be subject to the new regulation's API based PBAS or the earlier two RC requirement be enough?
2. After promotion to selection grade w.e.f. 28.6.2010, will I be subject to API based PBAS or the regular ACR for the next 3 years to move to pay band IV?
